Instructions

  1. Preheat the oven to 350°F (175°C) and line a cupcake pan with cupcake liners.
  2. In a large bowl, mix together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add the softened butter, eggs, vanilla extract, and milk to the dry ingredients and mix until well combined.
  4. Fold in the mini marshmallows gently into the batter.
  5. Divide the batter evenly among the cupcake liners, filling each about 2/3 full.
  6. Bake for 18-20 minutes or until a toothpick inserted into the center comes out clean.
  7. Let the cupcakes cool completely on a wire rack.
  8. In a separate bowl, whip the heavy cream until soft peaks form, then gradually add the powdered sugar and continue to whip until stiff peaks form.
